The Lowell Rural Fire Protection District along with the City of Lowell heard your concerns in our area of Wildfire Hazard Safety. We would like to invite you to a Town Hall meeting at the Lowell Rural Fire Protection District's Community Room at 389 N. Pioneer Street June 14,2021 at 7PM to have an opportunity to discuss what can be done to help make it safer. We will have limited space available per Social Distancing Policies. Lowell City Hall

The Administration Department coordinates the operations of the City and its departments. It also is responsible for Finance, Human Resources, Information Technology, and Utility Billing. The Department is staffed by the City Administrator and City Clerk.

According to the state geologist, 10,000,000 years ago the SW slope of Disappointment Butte failed in a catastrophic landslide which gave the Butte its distinctive flat slope, and which makes it possible to dig a hole 20 feet deep at the base of the slope without hitting bedrock. The slide buried a conifer forest which included a deciduous redwood species (the Dawn Redwood) which was thought to be extinct until about 40 years ago when a remnant population was discovered growing in China.

The Lowell City Council consists of five councilors elected from the city at large.  At each biennial general election, two or three council positions are voted on, each for a four-year term. At its first meeting of each odd-numbered year, the council elects a mayor and council president from its membership by approval of a majority of its incumbent members.

Rolling Rock Park

The Public Works Department is responsible for the management of the Parks and Recreation Division. Services include the development, construction, and maintenance of parks facilities, as well as recreation programming.

The Planning Commission meetings are normally held the first Wednesday of each month at 7:00 p.m. The Planning Commission reviews and makes recommendations regarding planning, zoning, and development within the city. The Commission consists of five members with staggered two-year terms: four members are required to be Lowell residents, one member may reside within the Lowell Urban Growth Boundary (UGB), and no two or more members may be engaged in the same kind of occupation, business, trade or profession.

The Planning Division is led by the City Administrator, with assistance from a contract City Planner with the Lane Council of Governments. This division includes current and long-range planning activities.

Current Planning​ includes the implementation of adopted land use plans, policies, and development regulations through development applications, including the following:

The Lane County Sheriff’s Office is the primary law enforcement agency for the City of Lowell. This includes patrols, dispatch, investigations, and public outreach. The Department conducts patrols on a periodic basis. To increase the law enforcement presence, the City also contracts with the Oakridge Police Department for an additional 40 hours per month.

The Public Works Department is responsible for the development, operation and maintenance of City infrastructure and facilities. This includes water, sewer, stormwater, streets, parks, and public buildings. In addition, the department also provides code enforcement and animal control services. The Department is staff by three  full-time employees, and one part-time employee.

The Budget Committee reviews the City's proposed budget annually and helps prioritize how dollars are spent. The Budget Committee is governed by Local Budget Law (ORS 294.336-341) and consists of 10 members: five members of the Council and an equal number of qualified electors of the City. All members must reside within the City limits. The Committee meets once or twice annually as needed for the upcoming fiscal year.

The Economic Development Committee makes recommendations regarding the creation, retention, and expansion of businesses and other ventures that enrich the community by creating goods and services that provide employment opportunities while maintaining and enhancing the overall quality of life.  The Committee consists of five members: three members must be Lowell residents, one member may represent a business, one member may represent the Lowell-Fall Creek School District, and one member may represent the Lowell Rural Fire Protection District. 

The Library Committee operates and maintains the library, establishes policy for use of the library and advises the City Council on policy related to library budget, funding and use. The Committee consists of five members: three members must be residents of the City of Lowell. and two members may be non-residents. Members serve staggered two-year terms.

The Parks & Recreation Committee makes recommendations regarding the parks and recreation operations including, but not limited to, parks planning, acquisition, development, and maintenance; recreation programming; and tree planting and maintenance. The Parks and Recreation Committee consists of five members that serve two-year staggered terms: four members must be residents of the City of Lowell, one member may be eighteen (18) years of age or younger, and one member may be a non-resident.

Strategic Plan

The 2020 Strategic Plan is the fourth iteration and the first to take a multi-year approach. The original Plan was facilitated by Walt L. Hanline, Ed.D., and Mrs. Edith Hanline of the National Center for Executive Leadership and School Board Development and approved  by the City Council on September 6, 2016.

The Blackberry Jam Festival Committee organizes and operates a community event to accomplish the following goals: 

The Code Enforcement Division is dedicated to enhancing the quality of life for the citizens of Lowell by enforcing local Building, Zoning, Animal Control and Public Nuisance Ordinances. Code Enforcement is responsible for enforcing codes which address public health and safety issues. The most common violations in Lowell include the following:

The Lowell Municipal court is the judicial branch of government and provides a local forum for the resolution of minor traffic violations and City ordinance violations. Court is held bimonthly at Lowell City Hall on the third Thursday at 7:00 p.m.

 

Rolling Rock Park is located in the center of downtown Lowell. The park features outdoor exhibits that showcase the town's logging and railroad heritage, including a pedestrian covered bridge, caboose, and logging equipment. Amenities include shelters, picnic tables, restrooms, grills and an amphitheater used for concerts and special events.

Lowell State Park is located on the west end of town on Shore Line Drive. The park is operated by the Oregon State Parks and Recreation Department. Amenities include shelters, picnic tables, restrooms, playground, marina, boat ramps, and beach.

Orchard Park is located on the east end of town on West Boundry Road. The park is operated by the U.S. Army Corps of Engineers. Amenities include picnic tables, restrooms, historic apple orchard, and wetland viewing areas.

The Lowell Covered Bridge Interpretive Center is located on the southern end of town at the intersection of Pioneer Street and Highway 58. The park is operated by Lane County. Amenities include picnic tables, restrooms, fishing areas, and interpretive signage that showcases the history of the Lowell Covered Bridge and construction of the local dam system.

On Tuesday, March 20, the Lowell City Council approved two special committees, a Downtown Master Plan Steering Committee and a Parks and Recreation Master Plan Steering Committee.

Lowell Beautification Day

The Annual Parks Clean Up has grown each of the last two years. In response to this success, the City has expanded the event and rebranded it as Lowell Beautification Day. 

The Economic Development program supports a welcoming business environment and assists with development, retention, and relocation efforts.

The City of Lowell supports the development of residential, commercial, and industrial developments to meet the needs of our community. The Community Grant Program (CGP) exists to stimulate and assist local non-profit organizations and businesses with community projects, economic development activities, and special events in Lowell.  The objective is to help organizations and agencies undertake activities that would not be considered without special funding. It is specifically designed to provide “seed” funding and invest in activities, projects, and events that have the potential for growth and self-sufficiency.

The primary goal of code enforcement is to maintain the highest quality of life possible for residents by ensuring healthy and safe neighborhoods. That happens through enforcement of the Lowell Municipal Code, and specifically addressing issues that have been identified as a public health hazard, safety hazard or nuisance. The most common violations in Lowell include the following:

The City of Lowell Revised Code (LRC) requires that anyone who owns, keeps, possesses, or has control of a dog six months of age or older must have the dog licensed and vaccinated against rabies. Cats allowed to be at-large must be licensed, vaccinated against rabies, and altered.

A pet license identifies and protects your pet in case it becomes lost. You are required to keep your license updated. Pet licenses provide the following benefits:

Come out and help your neighbors beautify Lowell from the ground up! The event starts at the Lowell High School Parking Lot at 9:00 a.m. and ends at noon. Residents are invited to help complete beautification projects, including repainting the Cannon Street Covered Bridge, Moss Street Covered Bridge, and assisting residents with disposal of household items and yard debris. The City of Lowell  provides comprehensive management of the stormwater drainage system to protect our community and the environment.  The system utilizes storm sewers, swales, ditches, and overflow routes to clean the water and mitigate flooding. While the City maintains most of the stormwater facilities, it also relies on the public's cooperation in ensuring these facilities are operating to their designed capacity. The stormwater program is administered by the Public Works Department.

Covered Bridge Regatta

Dexter Lake has been ranked as a top 10 venue in the country for the sport of rowing. In April, the community hosts one  of the largest regattas in the Pacific Northwest, bringing collegiate and master's teams from Florida to Washington. The event is  organized by the Oregon Association of Rowers.

The City of Lowell maintains a green waste drop-off facility at the Wastewater Treatment Plant, located at 240 South Moss Street. The facility is open the last Saturday of every month from 10:00-12:00. Residents may drop off acceptable materials at no charge. Proof of residency is required, and may be confirmed with a recent water, electric, cable or telephone utility bill.

Building Bird Houses

The Summer Reading Program (SRP) is offered through the City of Lowell Public Library. Kids earn prizes by reading, being read to, and doing literacy, STEM, and other activities. This year the SRP will be hosted at Lundy Elementary in the sixth grade classroom next to the playground. Programs will be held from 12:30 - 2:00 p.m. on the following dates: July 3, July 10, July 17, July 24, July 30, and August 7. For more information, please contact City Hall at 541-937-2157.

The City of Lowell operates and maintains the street network with the City. As such, the City regularly undertakes projects to maintain or improve key streets within the community. This project has been developed to evaluate the existing roads within the city, help the City plan, and address the needed repairs to the roads throughout the City in an efficient and timely manner.

The Downtown Master Plan aims to improve quality of life in Lowell by addressing parks and recreation opportunities, affordable housing, economic development, and community beautification efforts in Lowell’s Downtown. The result will be a Master Plan Document capturing the City’s ideas and hopes and setting out a strategy for realizing the Plan, including potential funding sources and tools. 

 

The Parks and Recreation Master Plan serves as a guide to maintaining, enhancing and creating additional parks, trails and recreation features. The document will include background information, an existing condition assessment and inventory, prioritized capital improvement plan, and an implementation strategy. Additionally, concept plans will be developed for Rolling Rock Park, railroad right-of-way below the Sunridge development, and a multi-use trail from Rolling Rock Park to Lowell State Park.

The project will replace the City's existing enterprise resource planning software. This change will improve efficiencies and allow staff to provide a higher level of customer service. The package includes the following services:

Backyard burning is permitted in Lowell during the months of October, March, April and May. Prior to burning, residents should check for air quality advisories through the Lane Regional Air Protection Agency (LRAPA) website at www.lrapa.org or 541-726-3976. Please note that LRAPA no longer allows for the burning of grass clippings.

An irrigation system was partially installed in Paul Fisher Park in the early 1990's. Unfortunately, the system was not completed. This project will install a valve assembly, controller, timer, and connect the system to city water. Subsequently, an irrigation contractor will troubleshoot the system and repair or replace any broken transmission lines and sprinkler heads.

The Lowell City Council is conducting an evaluation of our law enforcement services. This includes reviewing available crime data, potential service alternatives, and soliciting public input. The Lowell Covered Bridge Tree Lighting is an annual community event hosted by the City of Lowell Parks and Recreation Committee. The Green Waste Facility (Sewer Plant, 240 South Moss Street) will be open Monday - Friday from 9:00-5:00 until further notice to accept tree limbs and other yard debris. If you do not have access to a truck or trailer, please contact City Hall for assistance and place the yard debris behind the curb or sidewalk .Staff will pickup debris over the next several weeks.

The Federal Safe Drinking Water Act requires the City of Lowell to provide an annual report with information
about the quality of the community’s drinking water. The annual report includes information about
possible water contaminants and Lowell’s source of drinking water.

The Planning Commission reviews long range planning issues, neighborhood planning, and amendments to the Comprehensive Plan and implementing ordinances. The Lowell Parks and Recreation Committee is proud to present The Goonies under the stars in Rolling Rock Park!

A group of young misfits who call themselves The Goonies discover an ancient map and set out on a quest to find a legendary pirate's long-lost treasure.

Backyard burning is permitted in Lowell during the months of October, March, April and May. Wastewater Plant

Public Works staff installed a new blower at the Wastewater Treatment Plant today. This equipment is used to reduce noxious odors at the plant. If you live near the plant, please be advised that you may notice an odor next week as staff conducts testing. Any odor issues should be resolved within 24-48 hours. Please feel free to call City Hall during regular business hours if you have any questions.

Covered Bridge and Tree Lighting

The City of Lowell Revised Code (LRC) requires that anyone who owns, keeps, possesses, or has control of a dog six months of age or older must have the dog licensed and vaccinated against rabies. Cats allowed to be at-large must also be licensed, vaccinated against rabies, and altered.

Maggie Osgood Library

In 2018 the City received an estimate of $538,755 to repair City Hall and the Library. Considering the age of the facility, other needed renovations, and location, the Council hired an architect to develop a Community Facilities Study and take a more comprehensive approach to future facilities. The study was drafted with input from the Downtown Master Plan, stakeholder interviews, public workshop, and Downtown Master Plan Steering Committee. The approved plan will be used to guide development of the Library, future Community Center and City Hall.

The Lowell City Council will hold a Public Hearing on Tuesday, March 17, 2020 beginning at 7:00 p.m. at the Maggie Osgood Library, 70 North Pioneer Street, Lowell, Oregon, to discuss improvements to Lakeview Avenue from Moss Street to Pioneer Street. The City has received grant funds to renovate the street and make safety improvements. Currently, the street does not meet minimum width standards for a two-way street. The City Council would like to hear from stakeholders regarding their preference for either a one-way street (in the direction of Pioneer Street) or widening the street.

The cities of Springfield and Eugene each committed $100,000 - bringing the total to $400,000 in available funds.

Our goal is to develop a facility that provides a welcoming, supportive environment for the entire community with resources for education, entertainment, and community events.

NOTE POSTED 11/14/22: This note concerns pending land use applications LU 2022 01, LU 2022 04 and LU 2022 05. The three applications are for a zone change, partition and site review for a proposed Dollar General retail store and townhome multiple-family development. The City has received a request from the applicant on November 10 to continue the public hearings and remove the applications from Wednesday night’s Planning Commission agenda. On Wednesday night at 7:00 P.M. the Planning Commission will convene and discuss the applicant’s request for a continuance.

  • Must be at least 11 years of age. Parents/guardians must sign a consent form for their children to participate.
  • Must complete the city’s volunteer application.
  • All library volunteers will be subject to criminal background checks. Volunteers are required to record their hours of service using a designated form.

The City obtained an appraisal of the property on April 4, 2023, with an appraised market value of $105,000.

In this session Emily Guynn of Fall Creek Nurseries is an international expert will share information about blueberry cultivation.

Author and hiking guru William L. Sullivan takes us on a slide show tour of new and changed trails he discovered near Eugene while updating his "100 Hikes" guidebooks for Oregon. We’ll visit a viewpoint in the Thurston Hills above Springfield, a weird water tower atop Eugene’s Wild Iris Ridge, and a restored trail to a fire lookout that didn’t burn in the recent Fall Creek fire. We’ll also see how the Eugene Parks Foundation is working to fill gaps in the Ridgeline Trail in the hopes of completing a 40-mile loop around Eugene.

About the regatta

Each year in April for more than a quarter century, OAR, along with help from the South Eugene Rowing Club and the University of Oregon Crew Team, hosts the Covered Bridge Regatta at Lowell State Park. This regatta covers two weekends; the first a one-day Collegiate event and the second a two-day Masters and Juniors event. As one of the top rowing venues in the country, the Covered Bridge Regatta now regularly draws over 40 teams hailing from Arizona to British Columbia to compete in the 8-lane fully-buoyed 2000-meter course.
