Pet Licensing and Frequently Asked Questions
The City of Lowell Revised Code (LRC) requires that anyone who owns, keeps, possesses, or has control of a dog six months of age or older must have the dog licensed and vaccinated against rabies. Cats allowed to be at-large must also be licensed, vaccinated against rabies, and altered.
A pet license identifies and protects your pet in case it becomes lost. You are required to keep your license updated. Pet licenses provide the following benefits:
- A license tells everyone that your pet is not a homeless stray.
- When licensed, found pets can be quickly reunited with their owner.
- When found, your licensed pet will typically receive a longer holding period at the shelter.
To obtain a license, you will need to provide the following:
- Your name, address and telephone number.
- A current rabies vaccine certificate, good for the entire licensing period.
- A certificate of sterility if your pet has been altered. This will reduce your license fee.
- Microchip information (if applicable).
- Pet license fee.
Frequently Asked Questions
What should I do if my pet becomes lost?
Contact City Hall. The City doesn’t have a shelter; however, residents sometimes report lost pets. You should also contact the 1st Avenue Shelter in Eugene at 541-844-1777.
My neighbor’s dog won’t stop barking. Is there anything the City can do?
Staff encourages residents to first contact your neighbor. Sometimes they are unaware of the problem, particularly if it occurs while they’re away at work. If this isn’t an option, you should submit a Complaint Form to City Hall. Staff will review the complaint, contact the property owner, and attempt to resolve the issue. Barking or howling for more than 15 minutes is a violation of the code and may result in a citation.
There’s a dog running at-large in my neighborhood. What should I do?
Contact City Hall. Staff will attempt to identify the dog and its owner. Dogs that are unlicensed and/or running at-large may be subject to a citation.
What should I do if I, or someone I know, gets bit by a dog?
If the bite breaks the skin, professional medical advice should be sought to evaluate the risk of rabies or other infections. You should also contact City Hall. This will allow staff to ensure the animal has a valid license, proper vaccinations, and dispatch Lane County Animal Services to complete a dog bite report.
There are loose cats in my neighborhood that have become a nuisance. Is there anything I can do, or the City can do to resolve the problem?
Property owners may humanely capture and detain a cat located on their property for up to 72 hours if the cat has taken up residence; kills, menaces or endangers other animals; or is sick, injured, or a health hazard. LRC 5.227 provides several requirements. Please review these requirements or contact City Hall before taking any action.
