The Downtown Master Plan aims to improve quality of life in Lowell by addressing parks and recreation opportunities, affordable housing, economic development, and community beautification efforts in Lowell’s Downtown. The result will be a Master Plan Document capturing the City’s ideas and hopes and setting out a strategy for realizing the Plan, including potential funding sources and tools.
Status Updates
On Saturday, September 29 the City hosted a Downtown Design Workshop in the Lowell Fire Department Community Room. Approximately 15-20 residents attended throughout the day. The event included many activities, including a visual preference survey, walking tour of downtown, and an interactive design game where groups were tasked with developing a design of the downtown area that met the vision and goals of the Downtown Master Plan. A draft conceptual plan was developed and will be refined at the next Downtown Master Plan Steering Committee meeting on November 5. The City will host a public meeting on Wednesday, November 14 at 7:00 p.m. to review the plan with the public and solicit additional feedback.
The City hosted a public open house on Wednesday, November 14 at 7:00 p.m. to review the illustrative plan with the public and solicit additional feedback. The illustrative plan was generally well received. The next step is to start work on recommended comprehensive plan policy and land development code amendments that will support implementation of the illustrative plan.
