The Planning Division is led by the City Administrator, with assistance from a contract City Planner with the Lane Council of Governments. This division includes current and long-range planning activities.
Current Planning includes the implementation of adopted land use plans, policies, and development regulations through development applications, including the following:
- Rezoning applications
- Conditional use permits
- Preliminary subdivisions and final plats
- Site plan review applications
Long-Range Planning includes planning for future growth and development within the City through the adoption and amendment of the Lowell Comprehensive Plan and Lowell Development Code. These documents provide the guidelines and criteria which form the basis for current planning decisions made by the City Planner and Planning Commission.
