Notice of Public Hearing for Lowell's update to its development code

NOTE: The January 17, 2023 public hearing before City Council is canceled. The Planning Commission, at its January 4, 2023 meeting, approved a motion to keep the public hearing open for this matter. The Planning Commission will reconvene on February 15, 2023 to hold a continued hearing on the proposed updates to the development code and zoning map amendments. At the February 15, 2023 meeting, the Planning Commission will accept additional public comment and may vote on a final recommendation to City Council.

NOTICE OF PUBLIC HEARING

 

The public is invited to attend and testify at a public hearing for

Lowell’s update to its Development Code

 

Over the past two years, the City of Lowell, under the direction of the Code Committee, and with extensive feedback from the community, has been working on an update to Lowell’s Development Code. The updated Development Code codifies the adopted Lowell Downtown Master Plan. 

 

This notice is to make the public aware that the Planning Commission and City Council will consider adoption of an update to Lowell’s Development Code and rezone of properties within the boundaries of the Regulating Plan.

 

The proposed amendments to Lowell’s Development Code impact properties located within the boundaries of the Regulating Plan and will rezone properties consistent with the Regulating Plan. Such areas include a portion of South Pioneer Street, East Main Street, South Moss Street, North Pioneer Street, North Moss Street and North Shore Drive. For a complete and accurate description of the properties impacted, please contact the City Administrator.

 

Other amendments to Lowell’s Development Code apply city-wide and are generally limited to minimum lot sizes, permitting a variety of types of dwelling units in certain residential zones, implementation of a “types” land use applications system and general housekeeping items. The updated Development Code and rezone of properties will be adopted via ordinance by City Council.

 

The public is welcome to attend the public hearings that will be held to consider the proposed amendments and rezoning of properties. This notice is being published to ensure the City complies with State law.

 

Existing uses are always allowed to continue. Changes will apply only to future development/redevelopment.
