The City of Lowell operates a water treatment plant located at 60 S. Parker Lane. Upgrades to the facility has been taking place this year (2011). The city also operates a waste water facility located at 240 S. Moss Street. These facilities are operated by our Public Works Department. Utility rates are established by resolution.
